Surge in Mob Attacks in Bukavu Amidst Rising Rebel Control

Witnesses and human rights activists have reported that many of the deceased were accused of various crimes, including theft and witchcraft.

The M23 rebels, reportedly backed by Rwanda, are attempting to establish order in Bukavu and surrounding areas as they prepare for governance. Their agenda includes retraining local police to operate under M23 command. However, Bukavu-based activist Amos Bisimwa expressed concerns, stating that justice efforts should return to lawful police intervention rather than mob retaliation. “We want to see this police force return to Bukavu so that it can continue to maintain public order and, above all, intervene in cases of mob justice,” he asserted.

Among the victims was Moke Mwayuma’s brother, who suffered a brutal death by being set ablaze under theft allegations. Mwayuma lamented her brother’s innocence, questioning the validity of the accusations. The rise in mob violence has been described by M23-appointed vice governor Dunia Masumbuko Bwenge as a reflection of community fears towards criminal acts, which have escalated into public lynchings.

The actions of the M23 rebels mark a significant escalation in the extensive conflict that has plagued eastern Congo, rooted in historical tensions following the Rwandan genocide of 1994 and competition for the rich mineral resources in the region. Despite accusations from Congo, the United Nations, and Western nations of Rwandan military support for M23, Rwanda denies such claims and cites its defense against threats posed by Hutu militias.
