Qatar Calls for IAEA Safeguards on Israeli Nuclear Facilities
Qatar has urged for all Israeli nuclear facilities to be placed under IAEA safeguards and called for Israel to join the NPT as a non-nuclear state. H.E. Jassim Yacoub Al Hammadi stress that all Middle Eastern countries, excluding Israel, are NPT parties. Qatar has also submitted a memorandum to the ICJ regarding Israel’s obligations to UN operations and humanitarian agencies. The State of Qatar has called for enhanced global efforts to place all Israeli nuclear facilities under the regulation of the International Atomic Energy Agency (IAEA). In addition, Qatar urges Israel to become a non-nuclear state by joining the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). This appeal was made by H.E. Jassim Yacoub Al Hammadi, Qatar’s Ambassador to the UN, during the IAEA Board of Governors session in Vienna.
Ambassador Al Hammadi highlighted the necessity for international bodies to adhere to existing UN Security Council, UN General Assembly, and IAEA resolutions, which advocate for Israel’s compliance with IAEA safeguards for its nuclear facilities. He observed that certain resolutions specifically strive for Israel’s accession to the NPT as a non-nuclear state.
Notably, all Middle Eastern nations, excluding Israel, are parties to the NPT and have signed effective safeguard agreements with the IAEA. Al Hammadi pointed out that Israel’s ongoing aggressive policies include escalated military actions against Palestinian populations and constraints on humanitarian assistance to Gaza.
Moreover, Qatar has recently submitted a memorandum to the International Court of Justice, requesting advisory opinion regarding Israel’s obligations under a UN General Assembly resolution. This memorandum emphasizes Israel’s responsibility to permit the operation of various international organizations, especially UNRWA, within its territory and the occupied Palestinian regions.
The memorandum also stresses the necessity for Israel to safeguard the property and personnel of UN and humanitarian agencies, such as schools and medical facilities. In conclusion, Al Hammadi noted the critical need for international intervention to ensure Israel’s compliance with resolutions, support Palestinian self-determination, and establish a stable Middle East, all while minimizing potential global risks.
