The Delaware State Police reported that the fatal incident occurred around 5:52 a.m. on May 16, on Hollymount Road, just north of the John J. Williams Highway. Vance was driving a Nissan Sentra which, for reasons currently under investigation, veered off its lane and into the northbound shoulder.

At the time of the accident, there were two commercial flatbed trailers parked along the northbound shoulder, slightly extended onto the grass. Investigators noted that reflective orange traffic cones were set up alongside the trailers to alert oncoming drivers. However, despite these precautions, the Sentra collided with the first trailer, which in turn struck the second trailer.

Sadly, Perry Vance, who was the sole occupant of the vehicle, was pronounced dead at the scene of the crash. This incident prompted the closure of Hollymount Road for approximately three and a half hours while authorities conducted their investigation and cleared the area.
